Job Description: As an Estimator you will report to the Construction Manager. You will be responsible reviewing for accuracy and merit. estimates, takeoffs, and change orders submitted by contractors You provide technical guidance to the management staff in the preparation, revision, and production of cost estimates. You also research equipment and material databases to determine unit costs. The Estimator shall have extensive knowledge of construction means and methods for various delivery construction methods (Bid Build, Construction Manager at Risk, Design Build, Best Value, Job Order Contract, P3, etc.), costs, engineering, and industry best principles.


Key Responsibilities:
  • Review takeoffs and estimates prepared by the contractor to check for mathematical and technical accuracy.
  • Prepare detailed cost estimate, including labor, material and equipment for proposed changes to contracts.
  • Employ construction industry standard estimating software and labor productivity manuals in preparing estimates.
  • Prepare and summarize task and subtask estimates, including rate and unit cost determination and performing mathematical calculations by applying standard factors.
  • Accumulate, evaluate, and document historical cost data and construction procedures and methods to maintain current estimating standards and databases.
  • Review contractual documents and contract modifications to determine scope of work and scope changes.
  • Research equipment and material cost databases to assess appropriate unit costs; and review daily reports to assess on-site activities.
  • Provide technical guidance to Port Construction Manager and other construction management staff in the preparation, revision, and production of cost estimates.
  • Visiting jobsites as needed to gain knowledge of the existing site conditions as related to estimating the additional cost or deletion of work credits due to the Port.
  • Attend meetings to discuss scope of work with project stakeholders associated with the change order scope of work.
  • Evaluate contractor proposal and provide feedback to Port Construction Manager on negotiation strategy.
  • Attend meetings as needed to support the Port CM’s negotiating efforts with the contractors.

Deliverables
Specific deliverables may include but are not limited to: 
  • Cost estimates and
  • Other construction records when requested by the Port Construction Manager.

Basic Requirements:
  • Bachelor’s degree in Engineering, Architecture, Construction Management or related field.
  • 7+ years of relevant experience in estimating, engineering, cost tracking systems and site surveying.
  • Experience in Construction Management or related field.

Preferred Qualifications:
  • Ability to make decisions, work independently and coordinate estimating colleagues.
  • Ability to meet critical project deadlines, willingness to coordinate and work as a team member.

Skills & Competencies:
  • Microsoft Office Suite
  • Proficiency in HCSS, InEight, CostOs or other estimating software.
  • Proficiency in OST (On-Screen Takeoff), Bluebeam Revu, Planswift, AGTEK or other estimating software.
